I not be speaking of the phpBB announcement/global announcement thread, but rather a nifty headline which blinks somewhere on the screen.
Either on the, currently, empty search bar, to the right, above the "Subject: *" line, below the preview button, and so forth.
Somewhere noticeable as to draw enough attention to it.
Basically following the "(news)update(bar): this and that!!!" method.
